Today, the Local Council of the Capital Secretariat and the Agricultural and Fisheries Projects and Initiatives Financing Unit organized an introductory conference on the unit, the mechanism for supporting community projects and initiatives and their role in development, under the supervision of the Supreme Agricultural and Fisheries Committee.

At the conference, the Mayor of the Capital, Hamoud Abbad, stressed that encouraging community initiatives is one of the contents of the directives of the Leader of the Revolution in the agricultural and development aspect and activating development partners. He praised the efforts of the Supreme Agricultural and Fisheries Committee and its direct supervision of the implementation of community initiatives, whether in the developmental or service aspects, as well as agricultural initiatives and encouraging volunteer work.

Abbad pointed out that Amanat Al-Asimah is not an agricultural city with the exception of the Bani Al-Harith District, but it consumes the most agricultural products, which requires the implementation of agricultural market projects and other projects that serve the agricultural products and crops that are received from the governorates.

He pointed out that there are many projects that have been approved with the Agricultural Committee, which include caravans, dams and water barriers in more than one location.

Abbad confirmed that the work paths extended to some agricultural and fish markets and other activities, indicating that a number of halls are currently being established in the College of Agriculture at Sana’a University and the College of Veterinary Medicine to qualify cadres and expertise in the agricultural field.

He touched on the mechanism of cooperation and partnership with the Agricultural Committee, which had a great impact in creating an agricultural unit that will be a model for all other agricultural units in the governorates.

For his part, Deputy Minister of Agriculture and Irrigation - Vice Chairman of the Supreme Agricultural and Fisheries Committee, Dr. Radwan Al-Rubai, indicated that a lot of work had been completed within a short period within the framework of institutional and organizational building.

He pointed to the role of project financing units, whether in the Municipality of the Capital or in the governorates, in completing many projects, as the number of agricultural and fishery projects and initiatives that were fully or partially funded as contributions or loans during the year 1444 AH reached (682) projects and initiatives from the Finance Unit in the Municipality and the governorates at a cost of 25 billion, 175 million, and 206 thousand riyals, of which five billion, 639 million, and 851 thousand riyals were contributions from the community.

He stated that (290) projects and initiatives were funded by the central financing unit of the Agricultural Committee, while the secretariat and governorate units financed (392) initiative projects, at a rate of 57 percent. He pointed out that the percentage of implemented projects and initiatives amounted to 42 percent, 32 percent were under implementation, and 23 percent were planned to be implemented.

Dr. Al-Rubai pointed out that the financing mechanisms in the municipality and the governorates were either centralized through the Agricultural Committee or through local financing units for projects, some of which were fully funded and some of which were funded by contributions or according to the methodology of supporting community initiatives.

He pointed out that the projects were distributed in the field of extension, with 44 projects and initiatives, three projects in the field of agricultural investment and in community building represented by associations and initiatives, and 60 projects in supporting volunteerism and qualifying and activating associations, in addition to many projects in the framework of institutional building and land reclamation, as well as financing many education projects and interventions in financing infrastructure and equipment in agricultural colleges and institutes.

He stated that 23 agricultural projects and initiatives were implemented in the field of animal health, three projects in plant production, 80 projects in vegetation, in addition to 119 projects and initiatives in the water sector.

The Deputy Minister of Agriculture confirmed that many agricultural projects and initiatives will be implemented and funded as part of the drive to advance the agricultural sector and enhance its role in food security, in translation of the directives of the Leader of the Revolution and attention to the agricultural aspect.

He stressed the committee's keenness to develop agricultural financing mechanisms through follow-up and evaluation to select priority projects that focus on strategic crops, expressing his aspiration that resources will be directed this year to support agricultural marketing in addition to supporting productive families in the capital secretariat.

For his part, the head of the National Resilience Program, Major General Qasim Al-Hamran, praised the community projects and initiatives achieved in the capital secretariat and the governorates in light of the scarcity of budgets as a result of the continued aggression and siege.

He stressed that everyone now has the option of turning to agriculture, which is the real battle for steadfastness, in light of the stage the country is going through in order to achieve sufficiency.

Al-Hamran called for concerted efforts and encouraging community initiatives to advance the agricultural sector, and working to encourage expertise and competencies and benefit from them in qualifying cadres that are the basis of development in any field.

He urged the organization of markets for agricultural and fishery products in the municipality and the governorates, to keep pace with the expansion and rise in productivity that the country will witness in the agricultural and fishery aspects. Pointing out that the stage requires more steadfastness and strengthening the internal, economic and agricultural front, by taking advantage of the country’s agricultural components.

In the press conference in the presence of the Secretary-General of the Local Council in the capital secretariat, Amin Jamaan, the director of the Unit for Financing Agricultural and Fisheries Projects and Initiatives in the capital secretariat, Engineer Abdul Malik Al-Ansi, reviewed the unit’s achievements, activities and projects, and its vision to achieve agricultural development within the framework of comprehensive development, through the implementation of agricultural and fisheries projects and initiatives in accordance with the principles of justice, transparency, accountability and efficiency and within the framework of striving to achieve self-sufficiency.

He touched on the Unit’s interventions and programs to finance agricultural activities and projects and support infrastructure projects related to the agricultural and fishery sectors, as they are important sectors for food security. He pointed to the goals that the Unit seeks to achieve, including mobilizing and providing the necessary financial resources to finance and implement projects based on self-initiatives.

The conference, which was attended by members of the administrative body of the local council in the secretariat, Hammoud Al-Naqeeb and Sharaf Al-Hadi, and a number of secretariat deputies and local and executive leaders, included honoring the mayor of the capital.
